| Legislative Update |
If possible, this last week was even crazier than the week before. Bills are being gutted and amended at an amazing rate. Two such bills that are causing significant concern for pharmacy are SB 1390 (Corbett) and SB 2779 (Solorio). SB 1390 is an attempt by angry consumer groups and the author to overturn recent regulations developed by the Board of Pharmacy to address a new, safer patient centered prescription label. CPhA Past President George Pennebaker had the following to say, "Senator Corbett has hijacked her own bill and created requirements that cannot be met. Most pharmacists are fluent in one language, many are fluent in two. None are fluent in 100 languages. There are no translation services that will guarantee that their translations are correct. The Board of Pharmacy has done the work needed to properly deal with the issues being addressed. They have done their homework, listened and made decisions that are good for the patients and capable of being followed. Senator Corbett needs to do the same thing before promoting such a drastic and impossible law." SB 1390 goes too far, imposes a significant cost burden and requires translated label and materials, which currently do not exist and where they do exist, they do not guarantee to be accurate. The bill, if passed, would put pharmacists in an impossible situation of handing out materials that they cannot read and cannot verify as accurate. This will create a very unsafe situation. We ask for your help in opposing this bill. SB 2779 was put forth this week to try to stop abuses regarding compounded prescriptions in the Workers' Compensation system. While CPhA supports reducing fraud, waste and abuse in any setting, we solidly OPPOSE this bill for going way too far in attempting to unreasonably regulate compounding. We are working with the sponsors and the author and other interested stakeholders to come up with a better solution for the problem. CPhA's position is opposed unless amended.

| Safe Med Use Alliance Kick Off Summit | Today in San Francisco, PFC CEO Mike Negrete brought together stakeholders for the first annual Safe Med Use Alliance Kick Off Summit, which was held at the beautiful McKesson Corporate Headquarters building. Negrete brought together more than 80 interested parties to learn more about medication safety and to brainstorm solutions to this growing problem. Herb Schultz, Director of HHS Region 9, provided the keynote address while a number of content experts participated on panel discussions. It was an outstanding event; look for new efforts to come out of today's productive work.

| Locals in Action |
On Tuesday, Paul Drogichen, Region 3 Trustee, and Eric Gupta, CPhA President, attended a revitalization meeting of the Ventura County Pharmacists Association. Both reported that it was exciting to see a fresh group of members come together with those who have been working to get the local up and running. Ventura is one of several CPhA local associations looking for answers on how to become active again. One suggestion that we hear from seasoned Local Presidents and Regional Trustees is to organize simple social gatherings, where members can come and go with ease. Consider the local watering hole or favored restaurant as a starting place. It gives members a neutral location to connect with, and learn more about, local leaders and their ideas. When the time is right, consider organizing other events like CE and industry presentations, where members can sink their teeth into their profession on a deeper level. Congratulations to John Skovmand for initiating the meeting. We wish you all the best in your future endeavors! |
NCPA Foundation Scholarships |
The following comes from Jerry Shapiro: "Many of you already know that this past May, I was given a 3-year trustee appointment to the NCPA Foundation Board. For some of you, the question might be what exactly does the foundation do? Simply put, the Foundation makes available scholarships to pharmacy students across the country, provides money for a business plan competition amongst the students and helps pharmacies that get hit by a catastrophe (such as Katrina) with funding to help keep the doors open. They also fund research that furthers the profession of pharmacy. Click here for a raffle slip for a 2011 Chevy Equinox. There are only 2011 chances being sold for this fundraiser and our goal is to raise an additional $200,000 for student scholarships. The car will be awarded at the NCPA convention in Philadelphia this October. I am asking all of you to please download the attached PDF file, fill it out and send it back. The delayed checkwrite was scheduled for June 24 (EFT transfer date was June 28). The last actual check pharmacies will receive in June will cover claims only thru June 14. Medi-Cal payments should catch up and return to normal after the new fiscal year begins on July 1. Businesses should plan accordingly for the affect this delay will have on cash flow. |

HHS Readies Launch of Health Insurance Website |
According to iHealth, the Department of Health and Human Services (HHS) is preparing for a July 1 launch of HealthCare.gov, a website that provides consumers with information about health insurance plans. The portal will allow users to sort data based on their own situations. HHS plans to add cost estimates to the site on Oct. 1. We'll provide you with more information as it becomes available. |
| CDC Survey Finds Nine in 10 U.S. Adults Consume Too Much Sodium | | Less than 10 percent of U.S. adults limit their daily sodium intake to recommended levels, according to a new report, "Sodium Intake in Adults - United States, 2005-2006," published today in CDC's Morbidity and Mortality Weekly Report. The report also finds that most sodium in the American diet comes from processed grains such as pizza and cookies, and meats, including poultry and luncheon meats. Read the CDC release here. |

Some go shopping for the drugs in doctors' offices and medicine cabinets; others have prescriptions and a legitimate need for pain management. Either way, the number of patients who wind up in the emergency room due to complications from painkillers and other legal drugs has skyrocketed, according to new government figures. "This has become an epidemic," said Dr. Lee Weiss, an emergency room doctor at Centinela Hospital Medical Center in Inglewood. "I don't think the public has any idea how big this problem is." The US health care system is the costliest in the world, but underperforms relative to many other industrialized nations, according to a study released Wednesday. The report by the Commonwealth Fund, a private foundation focused on health, updated its comparison of the US medical care system to those in Australia, Canada, Germany, the Netherlands, New Zealand, and Britain. A new set of online resources is available to help physicians secure access to investigational unapproved drugs for use in seriously ill patients who have exhausted all other options and are not eligible for clinical trials. The resources, developed by the American Society of Clinical Oncology (ASCO), in collaboration with the US Food and Drug Administration (FDA), are available free of charge at the society's physician education Web site. Readers have had difficulties getting through or they have been told that the offices do not accept phone calls. We want you all to know that we are aware of this situation and we would still appreciate your continued calls and emails to the Committee members. While your specific message may not get through, they will still register that you called in to protest. In addition, most of the Committee members have a Facebook page where you could post your opposition to the bill as well. Thank you for your enthusiasm and support of the profession. |

Keep the Fight Funded! While the cuts to pharmacy were successfully stopped by a preliminary injunction in both the 10% and 5% cuts cases, the fight is not over.
The 2009-2010 State budget includes additional cuts planned that went into effect on October 1, 2009.
All community pharmacies must help to fight these drastic and unrealistic Medi-Cal cuts. The time to act is now!
